Noé Conservation is a French non-profit association, aiming at safeguarding biodiversity by preserving endangered species and their habitats and by encouraging behavioral change towards the environment, in France and abroad (www.noeconservation.org).
CONTEXT
Noé Conservation is launching a program in Montenegro, Albania and Greece, entitled ‘Wetland Management and Dalmatian Pelican Conservation in the Mediterranean Basin’, in partnership with local and international institutions.
Nowadays half of Mediterranean wetlands are being considered critically endangered or already extinct. Due to their geographical locations, Mediterranean wetlands are essential for many species, including the Dalmatian Pelican (Pelecanus crispus). The Dalmatian Pelican is representative of most challenges faced by these Mediterranean wetlands and it would remain threatened in the absence of ongoing conservation and management efforts.
The proposed 3-years pilot phase of the program intends to support the management of three remarkable wetlands, all listed as Wetlands of International Importance by the Ramsar Convention: Kerkini Lake National Park in Greece, Skadar Lake National Park in Montenegro and Divjake-Karavasta National Park in Albania.
MAJOR RESPONSIBILITIES
Under the responsibility of Noé Conservation’s International Department team, based in Paris, with close collaboration with all technical partners, the Program Coordinator, based in Albania, will implement and manage the program in Albania, Montenegro and Greece. His/her main objective will be to ensure effective and timely development, planning, delivery, monitoring and evaluation of programmatic activities of the assigned regional program.
SPECIFIC DUTIES AND RESPONSIBILITIES
o Launch the implementation of the activities in collaboration with partners and in accordance with the agreed Logical Framework;
o Undertake, coordinate and facilitate the overall and annual planning and budgeting, result delivery and reporting processes needed for this program in line with financial framework agreements;
o Be in charge of the technical, financial and administrative management processes;
o Steer and reinforce relations with program partners and stakeholders at the regional level;
o Ensure the development and implementation of an effective program communication and outreach strategy at local, national and regional levels;
o Coordinate a small team of 2 to 3 people (out of which the Project Coordinator based in Montenegro);
o Implement a fundraising strategy at local and international levels, explore funding opportunities, answer relevant calls for proposals and follow-up funding requests;
o Undertake any other tasks related to the program or Noé Conservation as may be assigned by the line manager.
REQUIREMENTS
Background
o A higher degree in natural resources management, biology and/or ecology;
o Computer literacy (pack office);
o Excellent command of English and Albanian;
o French and other regional languages would be an asset.
Experience
o Several years of relevant professional experience in project implementation and management preferably in conservation or development organizations;
o Relevant field experience in biodiversity conservation with a preference for wetlands and/or ornithology;
o Fair knowledge of challenges and opportunities brought about by biodiversity conservation in the Balkans;
o Experience in coordinating regional and multi-stakeholder projects if possible within the region;
o Experience in team-management and fundraising would be an asset.
Skills and qualities
o Capacity to develop and manage a regional program (technically and financially);
o Autonomy, dynamism, proactivity and driving force;
o Good sense of responsibilities and organization (priority setting);
o Excellent writing skills (in both Albanian and English);
o Ability to work in a multicultural environment (interpersonal skills) and under pressure with limited supervision;
o Capacity to work in a team spirit;
o Ability to analyze and strategically manage complex issues;
o Willingness to undertake travel within and outside the country.
